Certifying your UNEB (Uganda National Examinations Board) passlips and certificates is a common requirement for university admissions, job applications, or travel abroad. Since UNEB does not issue duplicate certificates, they provide a “Letter of Verification” (LVR) which serves as official certification of your results.
Here is how you can certify your academic documents as of early 2026.
1. Gather Required Documents
Before starting the application, ensure you have the following:
- Original Document:Â Your original PLE, UCE, or UACE passlip or certificate.
- Introduction Letter:Â A letter from your former school/sitting center addressed to the Executive Secretary, UNEB.
- Note: If the school no longer exists, obtain this letter from the District Education Office where the school was located.
- Valid Identification:Â Your National ID or Passport (and a clear photocopy).
- Police Letter:Â Only required if you have lost the original document.
2. Apply Online or In-Person
You can process your certification through two main channels:
- Online via UNEB e-Services:
- Visit the portal and select “Apply for Letter of Verification”.
- Upload scanned copies of your school letter, ID, and academic document (Max size: 2MB).
- Follow the prompts to generate a payment invoice.
- In-Person: Visit the UNEB Ntinda Office Block in Kampala during working hours (8:00 AM – 5:00 PM, Monday to Friday).
3. Pay the Certification Fees
Current fees for individuals are typically:
- Ordinary Letter:Â UGX 50,000.
- Hard-Card Letter:Â UGX 100,000 (often required for international organizations or specific boards like the Nurses & Midwifery Council).
- Special/Political Verification:Â UGX 300,000.
- Equating Foreign Results:Â UGX 200,000 (East Africa) or UGX 250,000 (Outside East Africa).
Payments can be made via Airtel/MTN Mobile Money or through bank deposits using the provided invoice.
4. Verification by Ministry of Foreign Affairs (If Needed)
If you need the documents for use outside Uganda, they must also be verified by the Ministry of Foreign Affairs (MoFA).
- UNEB can deliver your verification letter directly to MoFA. Once you receive a notification that it is ready, you must proceed to the Ministry to complete the process.
- MoFA charges a separate fee (approximately UGX 20,000 per copy).
