If you completed your studies in another country and now want to use those papers in Uganda, you will run into a process called Equating.
In simple terms, equating is the official way to prove that your foreign grades are equal to the Ugandan education standard. Without an Equated Letter or a Certificate of Equivalence, most Ugandan universities, employers, and the Electoral Commission will not recognize your papers.
Here is the step by step breakdown of how to navigate this system from scratch.
1. Know Where to Go
Uganda has two different offices that handle this, depending on the level of education you want to verify:
- UNEB (Uganda National Examinations Board):Â Go here for Primary (PLE), O-Level (UCE), or A-Level (UACE) results.
- NCHE (National Council for Higher Education):Â Go here for anything higher than A-Level, such as Diplomas, Bachelors, Masters, or PhDs.
2. Sort Out Your Language
Uganda’s official language for education is English. If your certificates or transcripts are in French, Arabic, or any other language, they are legally invisible to Ugandan authorities.
- The Rule:Â You must get them translated by a recognized body, such as the Makerere University School of Languages.
- The Result:Â You will receive a stamped English version of your results, which you must attach to your original documents during the application.
3. The Direct Verification Rule
You cannot simply carry your original certificate to the office and expect it to be equated on the spot. To prevent forgery, Ugandan authorities require proof from the source.
- For UNEB:Â You must contact the examination body in the country where you studied and ask them to send a verified copy of your results directly to the UNEB equating email address.
- For NCHE:Â They will contact your former university directly to confirm that you actually attended and graduated from an accredited program.
4. Step by Step Application Process
Once you are sure the verification has been sent from your home country, follow these steps:
For Secondary Results (UNEB):
- Online Portal:Â Visit the UNEB e-Services website.
- Select Service:Â Choose Equating of Foreign Qualifications.
- Upload Documents:Â You will need to upload clear color scans of your original certificate, your National ID or Passport, and a signed Declaration Form.
- Wait for Review:Â UNEB officers will review your files. Once they are satisfied, they will send you an SMS or email with an invoice.
For Higher Degrees (NCHE):
- Physical Application:Â Currently, NCHE often requires a physical visit to their offices in Kyambogo.
- Submit Copies:Â Take certified photocopies of your degree and transcripts along with your ID.
- Fill the Form:Â Complete the Recognition and Equation of Qualifications form provided at the office.
5. Paying the Fees
Do not pay any money until you have a formal invoice or Payment Reference Number (PRN).
- UNEB Fees:Â Typically UGX 200,000 for results from East Africa and UGX 250,000 for results from outside East Africa.
- How to Pay:Â Use the PRN to pay via Mobile Money (Airtel or MTN) or at any commercial bank.
6. Receiving the Final Document
- The Wait:Â The process usually takes at least five to seven working days after payment is confirmed.
- The Recipient:Â For UNEB, the equated letter is often sent directly to the institution that needs it. You will get a notification once it has been dispatched.
Equating is a security check to ensure your foreign study meets Ugandan academic rigor. If you are a political aspirant for the 2026 elections, you must get a fresh Certificate of Equivalence from the NCHE, even if you had one for a previous election cycle. The system is strict, so ensure your names on the documents match your ID exactly to avoid delays.
